First, right-click on the layer corresponding to the ellipse and select Blending Options.

Thirdly, go to the Blending Options tab - it is located above all the others - and reduce the value in the Fill Capacity line to the limit. As a result, the area of the ellipse that is inside the frame will become completely transparent.
The edited ellipse can then be used as a frame.

For example, if you apply one or another effect to a frame using the Free Transform group of options, then later you can change the settings for it as well, which are present in the Blending Options interface.
